I thought riding with lights was also fine if you have done cycle training.
Come to think of it, I complimented somebody on how bright their rear light was a few weeks ago. I then asked which model it was so I could buy it but just got a cold stare.
By the time I had put his cat down he was too far away to remonstrate with.
