According to my calculations, based on 19 votes, the most preferred format is:

**Proposal B: Division playoffs without continuity **

-The regular season consists of two divisions (A & B) and, within each, generates three playoff divisions (I, II, & III) based on points and goal difference from regular season
-Teams do not carry their points or GD into the playoffs
-Within each playoff division, each team plays every other team
-Final standings are based on total points and GD from the playoff division, with playoff division I determining 1st-6th place, division II 7th-12th, and division III 13th-18th
