As a baselayer should be fitting under a jersey that is tight the baselayer should also be snug.
For a lot of the cold snap I have just been wearing a longsleeve merino baselayer and either the rapha track top or breton jumper (both are just knitted merino top) and that has been enough to stop me getting cold when on the bike. Testament to how good merino is.
