So, official goverment figures would suggest that 0.4% of lower rate taxpayers (which is surprising although research suggests that many of these are spouses of higher rate taxpayers who've had assets registered in their name) and 3.1% of higher rate taxpayers pay CGT.

Are you seriously telling me that this small, and very rich, group are going to struggle?

I never said they would struggle. I just gave an example of a group who have also been targetted with a tax rise by the coalition to deal with the defecit. I mentioned that they had not been on the streets behaving like twats.
