You'd have trouble getting them through a quill stem ;)
You'd have trouble finding a: a 31.8mm quill stem without a detachable cap or b: a quill stem anywhere near a serious race bike, so I can't see that it's a big issue :-)

The Scatto is strictly a sprint bar, so all it needs to do is join the stem clamp to the hooks without getting in the way of your wrists by the stiffest and most aerodynamic route. The Sphinx is for points/madison/scratch racers who have, in spite of good taste, taken to using road style hand positions in addition to the usual drops-or-tops to which an old school track bar limited one.

You'd certainly want to test them thoroughly before throwing yourself into a 6-day, but I'm not sure that you can really tell how well the aero top will work for comfort and control just from looking at pictures.

My new frame has these forks, I've checked in all the usual places and can't find any reference to how much torque is required for correct installation on stem and bung.

It depends on the stem. Look on the website of the manufacturer of them stem/headset.

I think you've probably called that one spot on.
Recently I picked up DA 7800 to OpenPro's, they're on the bike right now and will probably stay there, with the EA90SLX staying in the study.
However, the temptation is still there!

Yes, it applies to bars, and I'm sure they are fine. Looks like they are over 30mm thick where the aerofoil joins the centre section, and only about 70mm chord. 3T are well aware of the UCI regulation, having had to come up with new moulds pronto after two of their bars were outlawed.
