Yes, it applies to bars, and I'm sure they are fine. Looks like they are over 30mm thick where the aerofoil joins the centre section, and only about 70mm chord. 3T are well aware of the UCI regulation, having had to come up with new moulds pronto after two of their bars were outlawed.
