Both sound wank to me, but I'd use transformative (even though Chrome is telling me it's not a word). Of course, depending on the field you're writing about/within, there may be subtle (or not so subtle) differences in accepted meaning.
Anyway, "Rousseau argues in the transformative power of entering into a social pact" sounds much better to my ears than "Hobbes was reluctant to accept any transformational force behind laws."
Google scholar has twice as many hits for transformational.
