Like the national and local divisions for spots, dividing Europe into four seperate areas could have the same missmatching.
The problem of teams in large areas not getting places is answered by the Wildcard tourney. If you should be in the euro's you'll be able to get in through wildcard.
There is no real reason to go this new system, except to exclude small burgeoning scenes.
