That chain angle looks funny does the bike have an unusually high bottom bracket?

it does have a very high bottom bracket, look at the angle of the chain stays.

I somewhat doubt that really down to the bike, just the owner and the location.

I mean it's not unheard of to hear a randonneur bicycles (says an 70's Alex Singer weighting 24lbs) to hit 50mph.
