If it's just scratches in the lacquer then you can wet sand the clear coat with a fine grade paper, say 1500 and keep it well lubed. After flattening you can use a polishing compound to bring back a shine and then a coat of wax to protect.
If you're scratched down to metal then you'll need to touch with something like automotive paint and lacquer on top with a clear lacquer especially if the paint is metallic.

I wouldn't sand the anodised aluminium tubes.
You can polish the lugs and other fittings with alu polish like Belgom or another. -

Have an Early ALAN myself as a Wet Weather bike. The lugs come up a treat with some good aluminium polish and TLC. Haven't found a way to cover a few tube scratches yet. If you find a matching paint colour (mines Blue too) give us a brand and number will you!!

I've also got an early 80s Alan, blue, think it's a Super, and the lugs really do come up lovely - better than I'd have thought. Would't mind seeing photos of your fames/bikes, fellow blue Alan riders...
I've got a fairly scruffy early eighties Alan frame I would like to tidy up - but with a pretty light touch.
Would be grateful of advice as to how to clean polish etc without hurting the finish (it's blue).
Also the top tube seems to be a bit oval - which I doubt it should be - can it be compressed back?
