Pedals are pretty personal especially on a road bike of this level, it is highly likely that anyone looking at buying a bike of this calibre would have such a preference to their pedals. Given that an extra pair of tyres is being included I would not see the lack of pedals as anything other than expected rather than stingey.
Real shame about the rear stays, but with the black decals it would look mint. I remember someone doing a similar thing with a Bridgestone in current projects a while back, was dope.
