I've searched and found similar problems, but nothing describing exactly the problem i'm having.
I have a Cinelli 1a, with expander bolt, and cant bloody get it tight enough. I've tried it with a 3 different frames, so i think that rules out an issue with the fork steerer tube.
Basically, I can get the expander bolt to engage fine, but it tightens up impossibly within a few turns, and the stem still turns easily within the steerer. I've even tried levering an allen key (managed to bend the allen key) in an attempt to get enough torque to tighten it. Still no help. I've taken out the expander wedge, cleaned the inside of the stem, regreased and checked the bolt thread, nothing has helped.
blodnik 1 could be right especialy if the stem has been used loose thi could cause the outside to wear alowing the bolt reach end of thread try a shorter bolt
