Selection process for EHBPC 2011 23-26.06.2011

If another city is hot, she should manifest it, then post a bid ASAP, then people vote.
If the one people one vote isn't safe enough, find another way to vote (number of vote per city-country etc...).

But for now, it looks like only Barca is on.

Where should the (hypothetical) other cities post their bids, and by what date? What is the selection process?
