Sounds like they will take if it meets their definition of abandoned or if the tax disc is at least 28 days out of date.
On the window keys, if you're a tenant, the landlord. This said, I've rented in a few places where we have had 1 or none and never managed to get any (though not tried that hard).
Why would anyone take window keys?
