I don't think that it can be removed.
But with filler (e.g. car accessories) it can be covered up.
That may cost around GBP 10.-
Really needs a paint job then.
Frame builders will try to make it round with a clamp with a corresponding (25.4mm) diameter.
In this case, I doubt if it will come out perfectly round and straight.
Needs some filling with epoxy filler or silver solder.
Filing and sanding to finish it.
And re-paint of course.
