Most times they're willing and able to post abroad.
Just send him a message and ask.
He has to go to the post office anyway, no matter if it's going to stay in Germany or going elsewhere. He even accepts Paypal.
In my experience, only Yanks have serious problems like that. Even only shipping to southern states for example.
