Van Oers, Nieuwmoer is from Belgium. Near Kalmthout. Indeed, not that far away from The Netherlands.
Don't know anything about it.
Maybe the pantoed "L"will lead you to the maker.

Thanks a lot! I am a bit excited, I just bought this bike and I´m finding myself very curious. The guy said they were custom made for some folks.... that´s all I know. Any more clues would be very welcome!
