If you can have a really close look, and I mean REALLY close up you should be able to make out if cable guides have been shaved, from top tube and also on chain stay, above BB, also the quality of the ends of the rear stays should be a clue as to if those track ends have been added later.
At worst its a really nice TT frame, probably for a single chainring, looks like a Holdsworth from the detail of the brazing around the seat tube bolt.
It looks like a cool track frame though and the geo is nice.
