Useless info- Ian Piper's son- another Ian, was in the Willesden CC a few years ago, we had some tussles in 10's & 25's in Time Trials.
Ian junior got married and was into horse riding, not sure if Ian senior is still around these days, probably a work from home frame builder.
A mate sold a 700/700 in plain white very similar to this one last year.
Quite possibly a silver solder built frame.
