+1 to Joe- the only other bikes with such a tight clearance from downtube to tyre I've seen were a three year old carbon "stealth bomber"" Look frame and my original 1971 road bike with a short top tube.

That style is usually associated with Kermesse racing- short circuit round the town/village and many laps, and bike handling at a premium, and as close as you get to track racing, the short top tube is for sprinting.
