i don't get this kind of detailing. it isn't working into the natural events contained within the frame. its just extra metal. annoying. It's like the lip-ring of bicycles.
They're Ceeway Arrowhead lugs (or very similar) and they're one way for small, independent framebuilders to inject a different aesthetic into their constructions. It might not be for you, but then I guess neither would a Mercian Vincitore or a curly Hetchins with all that unnecessary metal.
