if the wheel was built, with cog etc, and the spokes were cut off, then the cog would have been put on properly, and now there is no way of getting a good purchase on the hub to take the lock-ring and cog off

I think he is referring to the fact that the hub is not built into a wheel therefore you have no leverage when trying to use a lockring tool/chainwhip...

Why so? Just curious having just got some Phils...
