Forgive me for sounding a bit yoghurt-weaver here:
If the coppers come calling he'll hate you, and by extension all cyclists.
Now just as long as he does not do it again then who cares right?
Well- the coppers won't do anything here, so he'll know that he has "got away with it".
And if we get away with things after official intervention- then we know there is no penalty.
We do it again.
I'd suggest (which might be too late) suggesting to the company that they give you Mark for an afternoon, stick him on a bike and have a cycle trainer (Will/Festus/Digger) there.
Take him for a ride somewhere there will be industrial vehicles.
Be nice, stop for coffee.
Make him aware that cyclists are humans, and that what he did *really scared you, *literally put you in fear of your life. Not because you are a "whining cyclist cunt", but because 20 tons of his vehicle almost hit you- make it real to him, because right now it is not.
