    Question is what do you actually want to achieve by making a more formal complaint?

    Do you want the individual disciplined? Compensation? Someone further up the management chain to 'investigate' with what result.

    imho, if you want to keep things sweet... one suggestion would be to write to the management, saying you had a near miss, it was all resolved that evening (don't go into detail, they'll find out soon enough and respect your not flinging mud approach).... don't want to fall out with your neighbours (playing the neighbour card rather than ignore/hide it)... and ask if they (the company) were aware of the courses/work they could do with their drivers to improve their drivers awareness and sympathy for cyclists.

    They won't want to fall out with the neighbours, it could make running their business really difficult. Equally you, and other cyclists, don't really want to become a target. You'll end up having to move.

    Personally, I'd work on the principle of 'be-nice'. Others no doubt on here will suggest you indulge in ABH, Genocide or similar.
