Cranks in Black you'll be limited to Sugino 75, Miche Advanced or Truvativ Omnium. Can't think of any others that are available in Black. If you are building for the track make sure you get 144BCD cranks as you'll have more chance of finding a chainring at a track meeting if you need to change your gear but don't have the needed chainring.
As for bars. That all depends on your preference. Many sprinters use sprint style bars but most endurance riders don't like them as they are to deep in the drop to be comfortable in longer events. Most endurance riders are using anatomic road bars (just look at a World Cup or Revolution Series event).
Sprint bars you have a few options:
Deda make and alloy and steel version. Pretty deep drop.
The Cinelli's are a similar shape in alloy as are the 3TT.
Then you have the Nitto bars but you'll been a stem to match or use the shims. Many use the Nitto bars and they have a few shapes to chose from in steel and alloy.
If you like a sprint bar but don't want a deep drop then check out the PRO bars. They do a carbon and an alloy version that is not as deep as the Deda's and the rest. Nice as stiff. I have a pair and I'm very happy with them.
Easton also make really nice carbon track bars.
Carbon bars are overkill unless you are a pro. They are not gonna make you any faster (the amount or power lost though the flexing of the bars is so little) and they'll cost you a fortune to replace when you crash... but if you got money to blow go ahead.
