You can make one really easily with a bit of pipe and a hacksaw. Put it in the frame, gently tappy tap with a soft mallet and out come the cups. It's a good idea to give them a few hours (or overnight) soaking with preferably Plusgas, or WD40/GT85, just in case they've been in there for a while. You can even use a big flathead screwdriver, although there's more chance of damaging the cups.
The one on the fork can be removed with a ring-shaped tool, or a big adjustable spanner placed over it (wrap it in old inner tube to stop it scratching the cup), and again gently tapped with a soft mallet.
To reinstall, support the frame or forks on a block of soft wood, and just tap them in with the same soft mallet. Grease them first.

There's one on the bottom of the fork steerer tube too. They're pressed on. The most common tool to remove them is a pipe with a flared end like this:
