The rh chain stay is easily sorted with a protector over it, that plus have the forks chromed if that fussy and you have a super bike.
Its very unusual to have a seat post clamp like that on a steel frame- its usual on an alu frame certainly, but not steel.
A very nice & not the norm bike with great possibilities for posing, and riding......
