For Sale: Small blue track frame 531c

Another forum buy this time on behalf of a friend but it turned out to be too small, the original sale described it as 21.5" (54.5cm) but it is actually 52cm seat tube and 53cm top tube centre to centre. Apart from that it is a very nice frame, in fact track frames this size and quality are really quite hard to find. This one is in Reynolds 531c with a nice round-leg fork, drilled for front brake. Attractive cutout lugs, overall this frame is in good condition, it has been powder coated previously but is starting to show some signs of wear and tear with a few small chips/scratches/rust spots, however it is perfectly useable as is. Only defects of note are two small dents that are purely cosmetic and could easily be filled before a re-paint.
52cm x 53cm C2C, 100/120mm std. spacing, 1” threaded steerer, 27.2mm seat post, British threaded BB.

who made the frame? does it have any markings on dropouts or bb shell
