"Councils and transport authorities outside London will be asked to bid into a new challenge fund set up to support sustainable transport initiatives, the local transport minister Norman Baker has said.
Mr Baker announced the plan for a new Local Sustainable Transport Fund at the Liberal Democrat Party conference in Liverpool. But he did not say what the fund would be worth, with further details to be announced later in the year, after the Comprehensive Spending Review in October.
But he said the fund would challenge local transport authorities outside London to develop packages of proposals that support economic growth, reduce carbon in their communities, deliver cleaner environments and improved safety and increased levels of physical activity."

leaving it open to the vultures from firms like Capita, Serco etc to cream the money off whilst councils struggle with even less money
