Getting out of phone contract

Offering incentives for joining the army does get you an army with better soldiers rather than a 'last chance' army. Just have the army pay for the contracts. Job done.

You're brilliant. Get the tax payer to pay O2 etc direct! Genius! After all, we're all awash with cash currently, and the corporate giants could do with a leg-up, rather than spending it on crap like healthcare and rehabilitation etc.
