lights come on: 8.10 (guy told me today they're 'on a timer' - maybe they're supposed to come on 45 minutes after sunset...)

Find the timer. The estate next to where I grew up had some fuseboxes and timers which controlled the municipal lighting hidden behind some of the houses.

Im pretty sure Ive seen timers in some lamp posts too.
