That depends a lot on the individual wheel and the user, so you can't really say that 66mm rim depth is a problem in and of itself. What you really need to know is how the moment exerted by the wheel's aerodynamic drag about the steering axis varies with yaw angle. Sharp changes unsettle you more than just a steady large magnitude.
