Also, there's a bike outside my flat that is always locked up where it is now, but currently is not locked up and the wheel is jammed, I am guessing the cones went and this guy just thought "fuck it". I have left a note around the lampost it's leaning against asking whose it is, then bought the bike into my flat.
Does anybody know the ins-and-outs of claiming a bike THAT WASN'T LOCKED. All the threads find are dealing with ones that are locked but clearly abandoned. This one was in use as little as a week ago as it normally switches the direction it's parked in... It would make an ideal poloframe as it's actually in my size, and made out of gaspipe.
