Bugger, cant resist advising.
If you cant see the tyres underbelly, then it might be easier to judge via the rim. Does the rim appear to have hooks to engage with a clinchers tyre bead?
or if not is it flater for glueing a tub like this...
To be honest, it looks like a tight clincher. Get some decent tyre levers (not metal), and get those thumb muscles working.
