I think brake arch size is 47/57mm.
Means that space for mudguard is a bit more than modern racers, but it's still minimal with narrow tyres (max 28mm) and small fenders.
It's possible if you really want.
Otherwise you'll end up with very old centrepulls or very long reach calipers, cantilevers, V's, rollerbrakes, discs and stuff like that.
Lots of Gazelle fully equipped Semi Race bikes had the same clearance as this one.
This is an older Tour de l'Avenir (3 cable guides on top tube).
It has more clearance than later Tour de l'Avenirs, Trophies and Formulas.
