Personally, I bought a can of cheapest hairspray for less than a quid and it's helped me install numerous grips so far. Just needs some time to dry properly, preferably leave it overnight. Not sure I would use that for actual track grips, though.
edit: It depends on the grips, usually ca. 15 minutes is enough. Only once when I installed some old stiff plastic grips on my gf's Dutch bike, they needed 2 days (sic!) to stop moving around. So, I'm still all for cheap hairpspray for this purpose.
