For the same reason, I have 27/13 on my SS MTB; it's not as smooth as the 46/17 on my hack bike, although it's less noticeable off road, obviously, since there's so much else rattling around.
I suppose a 13 is pretty small so going to be pushing it a bit. I can't go under 16 as White Industries don't make a smaller freewheel and not worth using anything else (unless I ever move to a freehub).
Remember using a 9t on a BMX which just looks wrong and is asking for drivetrain issues but then not exactly made for riding far. Although could have an interesting looking gearing with a 20t chainring!
