As far as I know, the law doesn't define a fixed-gear drivetrain explicitly as a braking system at all, but I may be wrong. I used to think that counting it as one was a liberal interpretation of the wording of the law, but maybe I've missed something there. It's never interested me a great deal, anyway, as I've always had two rim brakes on my fixed bike.
