As above, stems for mtb/ road have generally the same height. Bmx stems generally have a lower stack height!
If you look for a mtb stem, that looks like a BMX styled one, you should have the right bit of kit.
All that saying, I thinks I have just answered your question, with your question! No brainer hey!

Of course they do. A (AHead) stem occupies a certain amount of the steerer tube. That's the stack height. Lowest decent road stem is the Rotor S1 at 34mm, most are about 40mm, some are 44mm.
Of course, a new fork would be cheaper than getting a Rotor stem and, presumably, an expensive low stack headset, to compensate for the fact that you've cut your old steerer too short. I hope you weren't planning to run the heasdet preload cap directly on the stem, were you? So, allow another 3-5mm for the essential spacer above the stem.

yeah yeah a bmx styled stem with 25.whatever bar clamp, such as the dmr swarm. but cheaper, obviously.

I always run the preload cap directly on the stem.

Low stack, the first ones I can remember: ITM Millennium (but the front cap would crack at some point, scaryyyy!) or "old" Cinelli lie the Solido or Devo; they're about 36mm.
Deda Zero100 is about 38 if I'm not wrong -

Yeah suckers! I bought a Funn Thrilla stem on t'bay the other day, 99p, low stack, perfect. I have 4 threadless stems, all have different sized stack heights. Yeah!
Hello. Looking for a 1&1/8 ahead stem with a low stack height. Not too long. I had a bmx stem but I have new bars now and they won't fit. Anyone got anything they want to sell/reccomendations for a cheap option?
