Is your paypal account verified? I doubt it will be pending for 21 days. Have you already initiated the refund?

had the same thing happen to me, if you want it quicker, ask the buyer to give good feeback as that automatically releases the funds.
(apparently- this did not happen for me as the cunt still hasn't given feedback)
