For Madison, it's usual to use a road shaped bar with a nice flat top to make it nicer to hold at that position.
Oh, and there's a reason why cycling gloves are called "Track Mitts", so cold hands are unlikely even if you do occasionally grab the unwrapped portion of the bars.
