It does say 'tack' but I thought Carpenter frames had some quality/history? I could well be wrong and I'm happy to be enlightened concerning their quality or lack of it.

Yes I totally agree it is a horrible ad...I'm fairly sure that the frame number quoted is pre war and the headbadge is from N1(Islington) so pre-war move. It might actually be really good frame underneath it all.

The paint was a lot more chipped in the flesh unfortunately and I'm not a huge fan of red (and was desperate for a decent small steel frame at the time).
The decals are really easy to get hold of from Rourke still so it would be easy enough to have it redone.
