Bike locks cut off at Bromley South station

Ha! I am many things but a hippy? Must be like the anti-hippy or something. Oh, and I don't mean the Mergatron.

Anyyone who knows anything knows that you need two heavy D-locks to properly secure you're bicycle in London, or a massively thick chain (even heavier). Carrying these everywhere is unreasonable when you lock up regularly in the same spot.

Furthermore this specific bike rack in question is owned and maintained by Bromley Council entirely.

If it is owned by Bromley Council, and another separate authority ordered the removal of the locks, without the express permission of Bromley Council, then the act appears illegal.

where does this supposed right to encumber others' property with your own come from?

if you locked your locks to my fence because it would be more convenient than to carry them I would cut them off and consider myself generous not to charge you for my costs of doing so. why should the council be any different?

There are provisions for actions that have not been specifically prohibited by notification and have become common and customary to a part of the public. It is under these provisions that it would be reasonable to expect the council to give notice of intent to remove the locks.

It's the same when rail stations give notice to clear bikes from racks on a certain day to remove any that have been abandoned. These areas have been provided for bike parking and it is commonly held that bike parking is necessarily facilitatedby a lock. Your fence isn't an area provided for bike parking and therefore is wholly different.
