Because it's a bit of a grey area, the ASLs that is, here's what the CTF said about it;

Breaching the first line and entering the box is not currently an offence. Contravening a red traffic light is the offence but this is if the line by the lights is crossed. As I stated before we are working on this and will hopefully make the relevant changes to the current legislation. I am no expert on traffic legislation and am only taking advice from traffic who are the met experts.

RLJing by cyclists is the highest cause of **cyclist **fatalities in London... i didn't have the stats to hand to challenge this assertion but surely that's BS?

Probably BS, but it does sound likely, I'm not surprise they're focusing on this, they're breaking the law after all.
