27" wheel has 630mm bead seat diameter, 630mm = 24.8", and the bead seat is just below what you would see as the outside of the rim, so your wheels sound fine. if the wheel was too small it would be very obvious; they're definitely not too big either. fitting tight tyres is all about technique!
