just measured one wheel rim to rim is 25"+ a bit and is marked 27x 1 1/4.
the other is exactly 25".
have I been sold a too small rim ffs?

27" wheel has 630mm bead seat diameter, 630mm = 24.8", and the bead seat is just below what you would see as the outside of the rim, so your wheels sound fine. if the wheel was too small it would be very obvious; they're definitely not too big either. fitting tight tyres is all about technique!

is there such a thing as a 27" wheel or is 27" x 1 1/4 a different size?
one seems to be 25" and the other seems to be 25.5"?

27" is the term for a wheel which has a 630mm BSD. 27" x 1 1/4 is the term used to describe a tyre which is designed for a 630mm BSD rim and is approximately 1 1/4" wide when inflated. it's called a 27" wheel because the whole thing is supposedly 27" in diameter when the tyre is fitted and inflated.

different wheels, secondhand, factory built.
its just a bit weird that it seems too big and then turns out to be smaller than the other wheel.

could be thicker rim tape in it, or less of a "well" in this rim making it harder to get the slack in the tyre to push to tyre on?
anyone any tips for fitting front wheel tyre?
I have a continental ultra sport tyre and rim, it wont fit for the love of god at all.
just canty seem to get the side bits to fit, I have done a million mountain bike tyres but this eludes me...
both 27" wheel and tyre before anyone says lol
