Most of those older ones will be lugged not brazed. It's more of an 80's thing if I'm not mistaken, although a lot of quality builders are still using it for steel.

yuk - bit of an 80s thing - yes a bit of a french thing too
fillet brazing is fine - but seen on a sh't load of doggy french frames -
if you're not married to the fillet braze idea can i suggest:

good clearance for guards and wider tyres, plus relaxed steering from the 'club' geometry makes for good hack.

^ Yuk to fillets! That's controversial surely? I have seen some amazing fillet brazing work on English frames, although I have no idea what the Frenchies produce.
Perhaps the CESM's are too busy playing the bon vivant to learn? Can't really blame them... I would rather be riding a badly built bike around France than sweating it in a workshop making a good one.

2nd to last listing, ticks all your boxes I think
ideally an older british frame/bike 23"-24" perhaps an old claud,holdsworth something to strip down and use as a hack bike?
