Erm, why do you have to yank the cones to glue and or cold set ( erm, bend) the dust covers. Just check that you have dust covers (old school hubs) that spring into the hub, and don't touch the cones (close but not touching?) Sure you don't have new stylee seals which press fit onto the cone and either labyrith (metal) or (rubber) lip seal onto the hub?
