It is a very nice 1980/81 fully lugged steel frame, branded "KP crisps Viscount" (KP Crisps sponsored the Viscount racing and cyclocross teams 1980-82). The branding and logos look really good, but are tatty in places. This could possibly be an ex-racing frame, but if it is I'd guess it was a cyclocross frame, as it has mudguard eyelets. It could also have been a 'race rep', to capitalise on Tony Doyle's racing success.
Size is 21" seat tube c to c, 22" top tube c to c
It has an immaculate chrome fork, which may not be original. The frame has a number of marks, chips and a little surface rust, but seems very sound and has no dings or dents. I have treated any rust with Kurust and then painted with white hammerite, which isn"t a perfect match but looks ok. There are still plenty of marks on the frame, which should help deter thieves.

Bars: 3ttt 'Grand Prix' (NOS) 42 cm, wth new silver Cinelli bar tape
Stem: shiny no name, 100mm
Seatpost: ITM 26.2mm, with new chome seatpin
Rear wheel: Rigida (DP18?), de-stickered, with Shimano 18T freewheel
Chainring: TA 45t
Brakes: Tektro nutted long drops, shiny.
recycled parts:
brake levers, lovely Modolo Corsa drilled, bit tatty, with original Campag white cable and modded ergo hoods
front wheel: back, no name, think it is off a langster.... shiny wheel also available, but black front adds to the 'rat look'
black no name cranks, 175 mm
Pedals: choice of none, eggbeaters (+15), speedplays (+25), or lovely MKS sylvans with Campag toeclips and christophe straps (+35)
saddle, basic, big and white, or worn Prolink as photo (+15)
can spec up or down, according to budget. can do period wheels at extra cost.

would prefer not to post, cash on delivery or collection, you are welcome to come round, have a cup of tea and I'll make any changes you'd like - can' t say fairer than that!! For exmple, can convert to one or no brakes, with risers (and corresponding price reduction).
