Riding out of Bath along the canal is cool if you're after something nice and relaxed. the tow path is generally in good condition, and you can get onto the canal in Widcombe (pretty much in the town centre) and follow it to Bradford-on-Avon for cake and a drink.
Chippenham to Bath along the A4 isn't too bad, but there is probably a more scenic route that would be more enjoyable (yes, just looked at the map. You could go through Colerne and Batheaston along the lanes).
Can't recommend any B&Bs I'm afraid but you could always call ahead and see if they have anywhere to store bikes? There's plenty in Bath to choose from.
